if you can get it i'd say pick up some spackle and a can of texture spray paint. the gw site used to have an article on making building out of cardboard that was pretty decent. only think i didnt care for with it was they told you to cover the edges of the cardboard with masking tape then paint over it. the tape doesnt always hold and looks like crap when it peels up. this is where the spackle comes in. put the spackle in the edges and using a flat tool (ruler works too!) make them smooth. once it dries base coat it with the textured spray paint (or a can of regular paint with sand in it) to hide that its cardboard. then you can paint it the color you want. base black with a light layer of grey fits in well with most tables. put cut up sprues or aquarium rocks along the edges of the building for ruble and sand or really small decoration rocks on the base and your set. you can do your spray painting last to cover everything in one go if you prefer.
for multiple levels i suggest putting a piece of pc or cardboard along the edge of the "wall" just below where the level will be to help support it and small triangle pieces coming out to help hold weight or do "pillars"

Good suggestions Grip. I like the Texture spray can paint, it's pretty cheap at the PX too, although you may need to get your dad to buy it for you.
Spackle I'm sure you can probably pick up from the PX as well. Cardboard is a bit of a pain, but work with what you have. Lots of windows helps when making a building, but they are a pain to cut out. use a straight edge and it should make it a bit easier. 90 degree angles aren't too hard if you use a ruler to cut the pieces (straight edge again). A lot of us are just too lazy and end up buying what we need. I'll do you a small favor and bring some customizable kits that I have and don't use any more so you and your brother can put them together for use at home (and bring them along to the meetings as well). These kits are pretty good and fun to build, but we've got so much terrain now that we don't use them any more.

Cities of Death is just an extension of 40k on a whole. It's actually a 4th edition play type, GW incorporated it quite a bit into the new version (5th Edition) of 40k. You can find a lot of the rules in the BGB (Big Green Book). If you'd like to play Cities of Death they have the dedicated Codex release available, and I believe I have a copy as well. Not many people play CoD here, but I'm sure you could get a game in with someone.
