wel im thinking about startin a eldra army so i will have a balanced army and a specilised army and ican use harlequins in both armys , well is this a good idea o rshould i just expand my DE?

really thats up to you dude. i'm sure you'll find lots of folks play/have more than one armies. for me i have and play csm, sm, eldar, de, nids and a small dh inquisitorial force too.
what ever you want to collect and play really.

the main reason fo playin eldar is beuase i want to use fire dragons and striking scorpions cuz there awesome

I think you may be spreading yourself to thin man. I would start with one army just to get used to the game, then build up from there.

well i was thinking of goin just Eldar for a while becuase they have ranged units, close units, fast units, and a few slow units so i get a lil bit of everything

well instead im gonna have to spend all of my money to make my army playable so im gonna have to hold off on the eldar

I agree with Wraith on this one, and looks like you've all ready made up your mind. Harlequins aren't really something you want to base your army on anyways. They're an awesome looking unit, but competitively there are better in both codices.
